Why do China, South Korea and Vietnam still not have any animal welfare laws?

Animal Welfare
hilary w asked:

In 2005 The International Fund for Animal Welfare (Ifaw) asked people in China, South Korea and Vietnam about their views on the treatment of animals.

It found 90% believed “we have a moral duty to minimise suffering.”

Therefore why are there still no laws that protect animals in these countries?

The strong pro-animal stance of the Chinese, Vietnamese and South Korean public is in stark contrast to their government’s actions on the issue- it is bizarre.

Cultures are different and China, Vietnam, and South Korea probably don’t have much choice in how to feed their peoples. Also, many cultures and countries just don’t revere animals as much as others do.

Those countries are making huge efforts at human welfare currently so it is not a priority on their agendas. Animals laws are a product of a wealthy nation. These countries are not.
