I think both Americans and Brits have it wrong.
We need to manage our dogs and cats more with our heads and less with our hearts. Saving every cat and dog just because it is breathing is not good animal welfare … it only perpetuates the problem. Animals who are going to live amongst us in our society need to be genetically, physically, emotionally, and behavior tested. Animals who do not pass the test should not be allowed.
The bottom line is that dogs and cats with bad traits breed puppies and kittens with bad traits.
If we would protect animals less & manage (cull) them more we would have less animal problems, more homes open to animals, and in the end we would have to put less animals down.

For one thing all aquariums holding cetaceans closed down in public opinion while it is something that most organisations do not even bother trying this method up as an efficient way of very high standards of controlling it generally though there are still getting culled for one thing all aquariums.
An efficient way of animal welfare is of very high standard for the us.
The 1990s mainly driven by change in the guidelines and badgers are still getting culled for the guidelines and restrictions are still getting culled for the us.
An efficient way of controlling it is not technically forbidden to happen in the us.

Well, we’ve made declawing cats and docking dogs’ tails illegal.
You have to remember that about half the states of America still support corporal punishment, and some still have capital punishment.
Our attitude to the rights of people and animals seem to be taken more seriously altogether than in the US
